WordPress allows you to insert images in to posts from disk or URL using “Add media file from URL”. The thing is that when you insert from URL the image is not imported and so cannot be resized or cropped.
This plugin simply imports the linked images when the post or page is saved. Its then possible to do whatever you want with the image.
The plugin makes a good companion to the Insights plugin which only inserts image links.
